核心流程[Core process]

1. 项目引进[Project introduction]

        执行组组织项目前期调研。就拟引进项目产品技术特点、先进性、可行性和市场总规模、竞争状况、发展趋势以及开发周期、投资概算和盈利能力分析等开展文献和实际调研，形成产品可行性研究方案。报管理委员会，通过召开项目立项审批会议形式民主决策确定项目是否立项。若立项即进入后续国内引进等环节，若不立项则档案留存。

        The executive group organizes the preliminary investigation of the project. Carry out literature and practical research on the technical characteristics, advanced nature, feasibility and total market size, competition status, development trend, development cycle, investment budget and profitability analysis of the proposed project products to form the product feasibility study program. Report to the management committee and make democratic decisions to determine whether a project is approved or not by holding a project approval meeting. If the project is approved, it will enter the follow-up domestic introduction and other links, if not, the project files are retained.

2. 合作研发[Cooperative research and development]

        协同创新中心接国内委托，就委托内容分类与美国资源对接。寻找确定的技术体提供方负责项目研发，中心参与全过程协调管理。项目移交国内后，指导委托方成立相对固定的项目组，负责落地项目进度控制、成本控制和产出控制责任。项目经理通过项目计划、日工作计划总结、例会、节点会等形式加强对项目成员管理。

        Cell Tech American Overseas Collaborative Innovation Center receives domestic entrustment and connects with American resources on the classification of entrustment content. The center will participate in the coordination and management of the whole process of the project with the identified technology provider. After the project is transferred to China, guide the entrusting party to set up a relatively fixed project team, responsible for the implementation of project schedule control, cost control and output control responsibilities. The project manager shall strengthen the management of project members in the form of project plan, daily work plan summary, regular meeting and node meeting.

3. 人才引进[Talent introduction]

        执行组接受国内委托，确定海外高层次技术和管理人才引进规划，通过协同创新建立的海外渠道资源发布信息，搜集简历，定期组织人才专题会议和乡情分享会，提升协同创新中心专业和人际依赖度。每月向国内提供候选人才名单，组织双方对接，为人才引进成功的各方提供全方位支持。定期跟踪引进人才国内事业发展状况，进行后续服务。

        The executive team accepts domestic entrustment, determines the introduction plan of overseas high-level technical and management talents, releases information through the overseas channel resources established by collaborative innovation, collects resumes, organizes talent conferences and village sharing meetings regularly, and enhances the professional and interpersonal dependence of collaborative innovation center. Provide the list of candidates to the domestic every month, organize the connection between the two parties, and provide all-round support for the successful introduction of talents. Regularly follow up the domestic career development of imported talents and provide follow-up services.

4. 商务对接[Business connection]

        在产品研发阶段相应申报即开始准备，管理委员会委派专人负责项目申报组织工作，刘永军、尹教授承担申报过程中的关系维护、重要环节对接，艾洛特承担相应的费用。技术与关系各方在申报准备中相互协调，通过沟通会的形式保持信息通畅。确保研发进展与申报准备相一致，避免出现申报资料相关准备影响申报进度的情况出现。申报准备中的关系，管理委员会和管理委员会其他成员有为申报准备提供必要信息和支持的责任。

        In the product research and development stage, the corresponding declaration will be prepared. Liu Yongjun and Professor Yin will undertake the relationship maintenance and important link docking in the declaration process, and Cell Tech will bear the corresponding expenses. Technical and relational parties coordinate with each other in the preparation of declarations and keep information flowing through communication meetings. Ensure that the progress of research and development is consistent with the preparation of application, and avoid the situation that the preparation of application materials affects the progress of application. The management committee and other members of the management committee are responsible for providing the necessary information and support for the preparation of the filing.

5. 宣传推广[Promotion]

        管理委员会委派专人承担南京和江宁区招商、人才、国际合作政策工作，创新中心管理委员会各参与方有责任配合提供宣传所需要的各种资料，必要环节陪同参与交流与推广。宣传方式包括：举办各种宣介会、参与华人为主的学术交流活动、委托美国各地大学、经济、管理届朋友协助推广等。

        The management committee shall appoint special personnel to undertake the work of investment promotion, talents and international cooperation policies in Nanjing and Jiangning District. All participants of the management committee of the innovation center are responsible for providing all kinds of information needed for publicity and accompanying the necessary links to participate in communication and promotion. The ways of publicity include: holding various publicity meetings, participating in academic exchange activities dominated by Chinese, entrusting friends from universities, economics and management in the United States to assist in promotion, etc.

6. 文化交流[ Cultural exchange]

        协同创新中心在人才引进、项目对接、技术合作基础上积极配合各级政府、协会等开展中美文化交流活动，具体活动内容根据相关机构工作计划和配合需求确定执行。

        On the basis of talent introduction, project docking and technical cooperation, the collaborative innovation center actively cooperates with governments at all levels and associations to carry out Sino-US cultural exchange activities. The specific content of the activities will be determined and implemented according to the work plan and cooperation needs of relevant institutions.
